5. Kerala will approach the Supreme Court again seeking exemption for inter-State vehicles, especially buses of the Kerala State Transport Corporation, from the ban on night traffic (from 9 p.m. to 6 a.m.) on National Highway 766 passing through the Bandipur National Park in Karnataka.

7. The Drug Technical Advisory Board (DTAB) has recommended that the ban on the retail sale of the life-saving Oxytocin may be lifted .

8. Revamp district courts, directs SC
• In a 16-page order, a three-judge Bench of Chief Justice Dipak Misra, Justices A.M. Khanwilkar and D.Y. Chandrachud said infrastructure of district courts is on ventilator and needs saving.

• The draft Personal Data Protection Bill, 2018, recognises privacy as a fundamental right.

• The Justice Srikrishna Committee in its report accompanying the draft Personal Data Protection Bill released on July 27 notes that eight of the top 10 most accessed websites in India are owned by U.S. entities.
• The Bill calls for a copy of user data to be mandatorily localised in India, believing that it will “boost” law enforcement efforts to access data necessary for investigation and prosecution of crimes.
• The reason that Indian law enforcement relies on an outdated Mutual Legal Assistance Treaty (MLAT) process to obtain data stored by U.S. companies is because the U.S. law effectively bars these companies from disclosing user data to foreign law enforcement authorities.

13. The Clarifying Lawful Overseas Use of Data (CLOUD) Act, passed by the U.S. Congress earlier this year, seeks to de-monopolise control over data from U.S. authorities.

14. A task force of the Union Commerce Ministry has submitted the draft National Policy on Electronic Commerce, which will now be studied by a 70-member think tank chaired by Suresh Prabhu, the Union Commerce, Industry and Civil Aviation Minister.

• A constitutional amendment under Article 368 needs to be passed by both Houses separately with a special majority.

• The Bill as passed by the Lower House inserts Article 338 B in the Constitution, which provides for a Commission for the socially and educationally backward classes with a Chairperson, Vice-Chairperson and three other members, all of whom shall be appointed by the President of India.
